Preserve Prop 13 In Its Present Form

By Donna J. Woodrum

Higher Property Taxes Are Not the Answer to SDCCD Deficits
Since Proposition 13 was passed in 1978, for every year but 2, property taxes have increased, providing a stable source of revenue.

Property taxes rise an assured 2%, and with new construction and sales, property taxes can increase by 3-8% per year. Revenue to local governments has been beneficial and predictable.

However, legislation being what it is, Proposition 13 is usually under attack. If successful in raising property taxes through other legislation, local governments will lose revenue and local services and infrastructure needs will suffer.

I am committed to preserving Proposition 13 in its present form. Property owners should not be singled out to remedy the financial deficits of the Community College Districts, or their employees' retirement plans.

There are other avenues to provide needed revenue and we should explore them before the over-burdened property owner is tapped for resources that belong to them.
