Marsha is a retired educator from Santa Rosa City Schools, a thirty-five year resident of Santa Rosa and a native of Dayton, Ohio. She holds a BS degree in Education from The Ohio State University, masters degrees in Curriculum & Supervision and Counseling & Guidance from Wright State University, and a Ph.D. in Counseling & Guidance from The Ohio State University. Her twenty-year career with Santa Rosa City Schools was as a counselor and project manager at Santa Rosa Junior High, Lincoln and Monroe Elementary Schools. She has two grown children, Louis Vas and Elizabeth Vas O'Brien, and is married to Jack Dupre, a self-employed consultant in optical test and standards. They are active members of the Santa Rosa Symphony Association, the First United Methodist Church, Santa Rosa High School Foundation, and the Santa Rosa Junior College Foundation.

Marsha was elected to the Santa Rosa City Council in 1998. During her tenure, she championed open government, clean air, preservation of hillsides, ridgetops and creek corridors, focused on social issues - children, youth, disability advocacy, the unsheltered, and seniors, low-cost housing, alternative transportation, electronic communication, and a living wage for all Santa Rosan's.

In 2004, Marsha was elected to the Santa Rosa Junior College Board of Trustees and continues to serve in that capacity.
