Candidate for
Director; Ramona Municipal Water District; Division 3

I was born in San Diego County and lived in the inland all my life. My wife and I have been married 39 years and have two married daughters, and four grandchildren.

I was hired into the fire service in 1974 shortly after college, and retired in 2005 having attained the rank of Division Chief. Throughout my career I held numerous positions including Fireman, Paramedic, Supervisor (Captain), Battalion Chief, Division Chief, and Fire Marshal.

The last 4 years before retirement, I was District Fire Marshal heading the Fire Prevention Division, working directly with San Diego County Department of Planning and Land Use, evaluating the development within the District. I worked closely with the County Water Districts, planning water supplies and distribution related to fire fighting.

The last 11 years I was involved annually with the formation and implementation of a $9 million operations budget. I chaired the Strategic Long Range Planning Committee which was responsible for long-range critical systems planning; developed the Engine Company Paramedic Program and participated in numerous negotiating and training committees.

During my 32 years in the Spring Valley Fire District, which became San Miguel Fire District, I gained invaluable experience in areas of operations such as budget preparation and review, contract negotiations, water delivery systems, and, most importantly, STRATEGIC PLANNING.

I will bring to the Ramona Municipal Water District fresh ideas for making sure the residents of Ramona are given the best, most reliable water delivery and emergency services possible in the lowest, most cost-efficient manner.

Working with the new general manager and other board members, I will make it my highest priority to ensure appropriate systems are in place, appropriate budgetary decisions are made, and operational guidelines are changed and updated where necessary to avoid possible future service disruptions such as the citizens of Ramona have experienced in the past.

I will be fair and open-minded, listening to all sides of any issues. Decisions will be made based on what is best for the citizens of our community. I will form and work closely with a citizen's advisory group to gather and disseminate important information, and bring issues to the Board as necessary.
