In November 2003 I was sworn in as your City Treasurer. This was the beginning of the current chapter in my service to the community. Over the past 25 years I spent three years on various Belmont-Redwood Shores School District committees, eight years as an elected Trustee on the Belmont-Redwood Shores School District Board, ten years as an appointed Commissioner on the City's Finance Commission and now four years as the City Treasurer.

As the City Treasurer I ensure that the funds received by the City are deposited on a timely basis, that the funds are properly approved before being disbursed and that those funds that are not needed immediately are invested in accordance with all governing laws and following the City's Investment policy of safety, liquidity and yield. Every month, a Treasurer's Report is prepared detailing the receipts, disbursements and fund balances and is submitted to the City Clerk, the City Council and posted on the City's website for the Community's information.

I regularly attend the meetings of the City Council, the Finance Commission, the Audit Committee and other committees and commissions as requested. I also serve as the Treasurer for the Belmont San Carlos Fire Department (formerly the South County Fire Authority) and regularly attend the Board's monthly and special meetings. I also regularly attend the San Mateo County Financial Officers Group meetings, the annual Local Agency Investment Fund conferences, the annual California Municipal Treasurers Association conferences and other meetings and conferences relating to the City's finances.

In the past four years the City's Treasury has ranged from a low of $15.6 million to a high of $37.1 million and the return on the City's investments has steadily improved from a low of 1.43% to the current level of 5.25%. The Finance Director and I monitor the City's financial resources daily to ensure that they are safe, available and earning the highest possible return under the law. The City is fortunate to have a highly dedicated and professional Finance Department staff under the excellent leadership of our Finance Director and the department has consistently earned the Government Finance Officers Association's highest award for Excellence in Financial Reporting.

It has been an honor to serve as your City Treasurer for the past four years and I look forward to serving another four years with your support and your vote on November 6th.

Thank you.
