Key Accomplishments

Candidate for Board Member; Montara Water and Sanitary District

The District has accomplished many things with many people working together. It has been an honor to participate with such a great group in doing good things for our community.
Working as a team, and together with the community, Montara Water & Sanitary District has improved wastewater and trash services, and completely turned around what was happening with the water system. I want you to know about some of the things we've been doing to benefit the Montara/Moss Beach community.

New Water
Working with the best hydrogeologist for our region, conducted an exhaustive study and drilled test wells at key sites. Located a well with potential for about 150 gallons per minute. This would eliminate the deficit in water supply that has existed in this District for over 30 years. This supply is undergoing testing in preparation for becoming a permanent addition to the water supply (Alta Vista Well).

New water - Rehabilitated Wells
Renovated most of the existing wells to improve water production and reliability. This provides new water from resources the District already owned.

New Water, Key repair - Water Line Replacements
Replaced the worst of the water lines that the former owner (Citizens Utilities and Cal Am) had not replaced over the prior decade. This avoids failing pipes. Again, it makes more water available by eliminating leaks the system suffered from for many years.

Water storage - 1,000,000 and 200,000 gallon tanks
Replacing dilapidated, obsolete 100,000 tank built in the 1940s. Currently at the Coastal Commission for approval. We have personally met several times with Coastal Commission staffers to make sure our projects satisfy their requirements. These tanks will provide additional fire protection and get us up to current engineering standards.

Energy Savings, Grant Funding
Obtained State assistance to fund evaluation of ways to reduce energy use in water system. Implemented improvements, including:

  • variable speed pumps in all wells
  • photovoltaic cells on raw water storage tank
  • photovoltaic cells on maintenance building These will reduce on-going costs and reduce green house gases.

Water treatment
Building a new water treatment plant at the HMB Airport wells. Satisfies a Department of Health Services (DHS) requirement, and permitting is well underway. A pilot project is already in operation, removing nitrates.

Key repair - supply line
Replaced a failing raw water line utilizing water from Montara Creek that had been in place since the early 1900s (Alta Vista Raw Water Line).

Key repair - erosion
Replaced a badly eroded road leading to an important water storage tank with proper drainage to avoid the deep erosion which had become progressively worse after each rainy season (Portola Tank Road).

New Revenue from Cell Companies
Added new revenues sources. Leasing space to Verizon for a cellular antenna site on District property netting the District about $2,500 per month under a long-term lease.

Key repair - Fire Hydrants
Replaced old obsolete fire hydrants. We are adding new fire hydrants where needed.

Grant Funding, Key repair - Clean Beaches, Pump Station Repairs
Obtained a State grant (Clean Beaches Initiative) of $250,000 to renovate two sewer pump stations along with a low-interest State loan (I Bank).

Grant Funding - Low-Flow Rebates
Obtained a State grant that provides rebates to customers who buy low-flow toilets ($50 each) and high efficiency washing machines ($150).

Grant Funding
Applied for and received preliminary approval for a low interest loan (2.5%) from the State of California to fund needed water system improvements (up to about $5 million).

Bond Rate Trending Down
The General Obligation Bond rate has gone down each each year since their passage (16.85 cents per $100 Assessed Valuation to 14.33 last year).
