Shall the appropriations limit applicable to Menlo Park Fire Protection District, which limit is presently set at $25,000,000 pursuant to Measure G approved by the electors of the district on November 5, 2002, continue to be set at $25,000,000 for a period of four years from the date of this election?
The appropriations limit for the Menlo Park Fire Protection District is currently set at $25,000,000. By this measure, the Board of Directors of the Menlo Park Fire Protection District proposes to maintain the appropriations limit at $25,000,000, for the period commencing November 7, 2006 and ending November 6, 2010. The Board of Directors anticipates that if the current appropriations limit is not maintained, the limit will be reduced to approximately $19,115,711 and will preclude the District from appropriating and spending revenues which it is likely to receive. A "yes" vote on this measure would allow the appropriations (spending) limit for the Menlo Park Fire Protection District to remain $25,000,000 for the period commencing November 7, 2006 and ending November 6, 2010. A "no" vote on this measure would not allow the appropriations limit to be maintained. This measure passes if a majority of those voting on the measure vote "yes."

| This measure is necessary to continue the high level of emergency services that protect people and property within Menlo Park, East Palo Alto, Atherton and the unincorporated areas of the District. It will NOT result in
increased taxes and it will NOT increase the current appropriations limit; it simply allows full use of those revenues which have already been approved.
An Amendment to the State Constitution in 1979 imposed an appropriations limit on expenditures of most government agencies, including Fire Protection Districts. The District's original limit was based on expenditures during fiscal year 1978. Although the appropriations limit is adjusted annually for inflation, the adjustment formula does not account for the increased growth in the number and size of structures in the District and the increased costs of new and improved services in the District. To maintain the appropriations limit of $25,000,000 it is necessary that District voters approve continuance of the limit. A "yes" vote will ensure that over the next four years, the District will have the ability to spend tax revenues it rightfully receives. If the appropriations limit is not continued, the District will not be able to spend all the tax dollars it will receive, thereby limiting the District's ability to provide the level of emergency services which District residents desire and deserve.
