Pacific Beach faces a crisis, of out of control alcohol and crime, out of all of District 2, and 121 communities in San Diego, Pacific Beach has the highest crime rate, based on statistics at http://www.sandiego.gov/police/stats, you can down load the pdf. document, title (Actual Crimes by Neighborhood, January - June 2005), a map of crimes in Pacific Beach is at, http://www.arjis.org.

The Pacific Beach community relations police officer informed me of a deterrent program in Pacific Beach, the officer had a video camera to film illegal and criminal acts of intoxicants from bars, the camera did not stop these acts at all, they even charged the camera, and when asked why they did this, they said this is Pacific Beach and any thing goes, I know that you and I, do not want a (free for all zone) in the community we love.

The front running candidates, to them this is not even on their radar screen, and this applies to ones who live in Pacific Beach, I have been studying this issue for 5 years, you need me on the city council to work on these social issues that face Pacific Beach.

I am a member of the Pacific Beach Town Council and Pacific Beach Community Planning Committee, unlike the other candidates, and I have attended every other Pacific Beach groups meeting on the issue of alcohol.

The alcohol would be banned on the beaches for the 4th of July, I have cleaned up trash at Sail Bay and Pacific Beach, for 3 years now, it has turned the beaches into a bacchanalian orgy, and it is just too much, the rest of the year is to split Pacific and Ocean Beach, into nonalcohol and alcohol zones, alcohol zone would front the police substations at the beaches, Mission Beach would have multiple zones, based on size.

The Mission Bay Park area would have alcohol only on Fiesta Island and Vacation Village Island, on the park side only, and nowhere else in Mission Bay Park.

The clubs, bars, and liquor stores, I would institute an educational sign program whereby signs would be placed in the restroom of clubs and bars of unacceptable behavior, and also a sign would be placed in the liquor stores in Pacific Beach.

The clubs and bars, I will work with them to institute a cool down period half hour before they close, which would be quiet music and a last call for the restroom.

The universities and colleges, they must inform their students on these issues.

The clubs, bars and liquor stores, I will lobby our governor, state representatives and the ABC in Sacramento, to institute a 2 offense rule zone in Pacific Beach, after the 2nd offense they would lose there license, and would not be able to resell it in PB.

The beach area from La Jolla to Point Loma has only 8 police officers, the police need all the tools we can give them, we have more people and we need more laws. On November the 8th., please vote for James Joaquin Morrison for San Diego City Councilmember with the mandate to take on the alcohol and crime in Pacific Beach.

The audits have to be finished and released, and more then that, we need a person to push everyday from day one, the mayor, the council and the outside auditors they hired. The audit delay has cost the city and the tax payers one million a day, the 1st audit completion is the end of 2005 or the 1st week of 2006, I do not believe this, and you watch as that date slips to spring then to summer and then to the fall of 2006. The council, I have come to believe, want the delay of the audits, there is information in the audits the council does not want to come out to the public, until either the councilmembers are termed out, or vested in the pension, and lastly the statute of limitations has run out, this is based on the city attorney statement that the statute of limitations had run out on the mayor and council of 1996. The council is in my opinion hiding in plain sight, and the council does not want to file for bankruptcy, for all the paperwork would go to court, and then to be scrutinized by a judge, and then for the all of the public to see. The frontrunners in the city council race, uses the word audit very little, does their silence mean they will sign on to the delays once in office, both sides have candidates, with vested interests in the audits delay, one side is the corporations and individuals who have received questionable contracts and city hall giveaways, and the other side, the city employees union, who have received inflated pensions and pay increases not tied to reality. I have faced the audit issue, head-on, put me in office, and lets get the audits done, and move on!
