Neighborhood Traffic Management Plan

A balanced approach
The Neighborhood Traffic Management Plan (NTMP) is a program for the "equitable distribution" of traffic within neighborhoods, which I support. As we have seen in the Palo Alto North neighborhood, when traffic calming devices are installed, ostensibly to protect a neighborhood, there is often a negative result to the community at large.

The NTMP needs to be a program that is guided by the needs of a supermajority in any given neighborhood. When used inappropriately, these measures place a greater burden on surrounding neighborhoods to carry undesired traffic and it inhibits reasonable traffic flow through our entire community. I believe what people are concerned with is not so much the amount of traffic but the danger that comes with it. Speeding and the failure to obey stop signs should be managed by traffic enforcement. Sufficient traffic enforcement is a Police Department expense issue that needs to be a priority of the City Council.
