Supervisor Church is a third generation Californian born in Redwood City and a San Mateo County native. He holds a Bachelors degree in Business Administration (magna cum laude) from the University of the Pacific and a Juris Doctor degree from McGeorge School of Law. He is a member of the California Bar and has been in private practice for over twenty years. In 1982, he established the law firm of Church and Associates in Millbrae.

In addition to all state courts, Supervisor Church is admitted to practice before the U.S. Supreme Court, the U.S. Court of Appeals and the U.S. District Court. He is a former Judge Pro Tem and Arbitrator for the San Mateo County Superior Court and a past President of the San Mateo County Barristers' Association. He has served on the Board of Directors of both the San Mateo County Bar Association and the San Mateo County Consumer Attorneys' Association. He previously chaired the County Bar Association Personnel Committee and has twice chaired the San Mateo County Bar Delegation to the State Bar Conference of Delegates.

Supervisor Church is a former Instructor for the San Mateo County Community College District. He is a past member of the Advisory Board of the Regional Occupational Program (ROP), under the auspices of the San Mateo County Office of Education. He is also a past member of the Board of Directors of the Millbrae Rotary Club and the Millbrae Chamber of Commerce.

Mark Church was elected to the City Council of Millbrae in November 1995, with the highest vote ever cast for a Council candidate in the history of the City. He served as Mayor from 1997 to 1998 during the year-long celebration of Millbrae's 50th anniversary. In addition, he served as the City's representative on the Airport Community Roundtable, Airport Land Use Commission (ALUC), and City/County Association of Governments of San Mateo County (C/CAG).

Mark Church was elected to the Board of Supervisors of San Mateo County in March 2000. Mark Church is currently serving as the President of the Board of Supervisors for the 2004 legislative year.

Mark Church is the son of Marvin Church, a former Mayor and Councilman of Millbrae (1958-1966) and the former San Mateo County Clerk + Recorder and Registrar of Voters (1967-1987).
