To empower neighborhood councils gives voice and responsibilities to the stakeholders.
Empowering of the councils will give an opportunity for the stake holders to participate in the decisions directly affecting their community. Revitalizing and/or implementing additional infrastructure, shall be the responsibility of the Councilmembers and Mayor, to be paid by the general fund. Underserved and negelected communities will have prioriety.
