It is the government who answers to the people, not the people to the government
Field offices will be established in each district, with an open door policy, serving all the constituents in that district. It will be recommended that the hours of operation be extended to accommodate local citizen's participation, for those who are not available during general business hours.

All piorities of the community will be addressed, or that councilmember will be held responsible.
