IRVING E. HEMINGWAY SR. FOR CITY COUNCIL

As a Planning Commissioner for the last four years, I have worked hard to promote economic development to allow East Palo Altans to share in the benefits of the current prosperity. If elected I will continue to approach develop- ment with the citizen of this city in mind. I will work hard to deliver the types of businesses this community wants, like a Supermarket.

INCREASE LOCAL HIRING:

As an electrician working in the community I have benefited from the First Source Hiring Policies. If elected I will WORK TO ENSURE these policies are vigorously enforced. First source should start right here, I would seek to create a city staff position to monitor the first source hiring policy so that East Palo Altans would benefit from jobs created from the economic development.

AFFORDABLE HOUSING:

I served five years on the Rent Stabilization Board so our children, when they grow up, could have their own homes to start their own families and save towards owning a home. With the end of rent control as we once knew it, renters are faced with the problem of affordable rental units. I STRONGLY believe that everyone desires a safe, decent home to live in. I will work to increase the number of afford- able units in all new housing developments.

I will work towards finding more ways to build affordable housing. We must work together to identify resources from developers, businesses, non-profits, foundations and others to help in this effort. As a long time member of a labor union, I will negotiate for use of their pension money to help build affordable housing.

SENIORS:

I would work to enhance Senior Services in the community. This would include increasing the revenue for the Senior Center and the development of affordable senior housing, which provides comprehensive services to seniors.

BUDGET ISSUES:

As we increase our revenues, I will work to ensure that our budget is spent wisely. I make a commitment to Annual Budget Reviews to determine the most cost effective us of City funds. We must prioritize funds to provide for street repairs, improve lighting and community services.

YOUTH AND FAMILY SERVICES:

As a Parent of two children, I am committed to increasing services for our Youth and Families. Our young people need more support services to help them become successful. I will work with the schools, churches and other community organizations to increase recreation activities for all children and young people.

PARKS AND RECREATION:

Develop a strategic plan to rehabilitate our City Parks using park and recreation fees from developers. There are ordinances in our redevelopment plan available to get this done. We must make this a priority.

ENSURE PUBLIC SAFETY:

I will work to bring Communit Policing into reality. My efforts will be directed towards increasing training for Police Officers. A Recruiting Strategy to bring qualified officers into the City, is a plan worth developing.

We all deserve to have safe streets where our children can play. I will work with community groups to improve communications with the Police Department. Together we can keep our community safe for all.

I have attended numerous City Council Meetings and I am familiar with hou the City operates. I understand the commitment of time and energy it takes to be a successful Councilmember. After working in my Church on auxilaries, school committees, the work-force and businesses, I believe I am prepared for the responsibility of serving you.
