To improve the quality of education, upgrade elementary and middle school classrooms, restrooms and facilities; replace leaky roofs; provide air-conditioning and ventilation systems; upgrade/replace outdated electrical and deteriorating plumbing systems; construct new science labs and classrooms; and improve student access to computers/technology, shall Santa Paula Unified School District Scho ol Facilities Improvement District No. 1 issue $39,600,000 of bonds at legal rates, have an independent citizens' oversight committee and NO money for administrative salaries or taken by the State?
