Building upgrades of the hospital to meet 2030 seismic standards must move forward. Funding must come from sources other than taxes from district taxpayers.

Strategic alliances for Centers of Excellence in quality and efficiency must be developed. Use of the Cancer Infusion Center by local Scripps patients is one example. Also the Joint Powers Agreement between Tri-City and Fallbrook Hospital District enhances patient care.
