Budget Deficit Elimination Program - James Peasley's Record of Protecting Rate Players

Soon after being sworn into office nearly four years ago I discovered, under the watch of the prior Board of Directors, that Padre Dam was running annual deficits in the millions of dollars. As an advocate of the rate payers this needed to be dealt with and resolved quickly. By making budget reductions and reducing staff by 19% we've been able to save ratepayers millions of dollars annually. Proven results matter!
Prior to me taking office over four years ago, the then Board of Directors were operating the Padre Dam Water District such that annually deficits in the millions of dollars were occurring. This is not fiscally responsible and clearly does a disservice to the rate payers of Padre Dam. Padre Dam was spending far over money than was received in revenues. This was discovered soon after I was sworn into office following my successful campaign for office in 2010. This significant issue needed to be immediately addressed. Staff was directed to resolve this financial condition through a deficit elimination process that would not impact rates, that is not place the financial burden on the rate payers. Cutting costs, reducing spending, and reducing employee benefits were to be the answer.

As a result a Deficit Elimination Program was developed that in its essence saved customers millions of dollars annually and targeted the existing debt to be paid down as well. The program elements are as follows:

Reduced staff by 19%
Lowered capital spending
Cut operating expenses
Decreased employee pension benefits

By making these budget reductions we've been able to save ratepayers millions of dollars annually. Proven results matter! As a rate payer advocate I am proud of that record.

As we face historic drought conditions, it is important than ever to continue to have strong leadership on the Padre Dam Water District Board of Directors.

While wholesale water agencies regional investments to improve our water supply through diversification drive our rising water rates, we've at Padre Dam have worked tirelessly to keep our own costs down and thus minimize customer rate impacts.

With another opportunity to service, I'll continue fighting for fiscal responsibility and for enhanced local water supply reliability and quality.
