As we face historic drought conditions, it's more important than ever to continue to have strong leadership on the Padre Dam Water District Board of Directors.

By making budget reductions and reducing staff by 19% we've been able to save ratepayers millions of dollars annually. Proven results matter!

While wholesale water agencies' regional investments to improve water supply diversification drives our rising water rates, we've worked tirelessly to keep our own costs down.

With another opportunity to serve, I'll continue fighting for fiscal responsibility and for enhanced local water supply reliability and quality.

The Peasley family came to America in 1736 and fought in the American Revolutionary War. They participated in the development of the western frontier. I, James Peasley, have been a San Diegan since 1958. I have lived in San Diego County nearly all my life. I currently reside in Blossom Valley, for nearly 21 years, and have been married to my wife, Linda, 40 years. Linda and I have one grown son and a grandson and a granddaughter. I devote my time to family, business, Padre Dam, the Rotary Club, church, and other varied interests.

College Education: Bachelor of Science Degree - Civil Engineering San Diego State University Graduated - December 1974 with High Honors and Distinction

Professional License: Registered Professional Civil Engineer State of California - License Number C 29586

I have over 35 years of experience working in the water, recycled water, and wastewater industries.

I am the founder and principle owner of the consulting engineering firm Peasley & Associates established in 1995.

Major professional engineering accomplishments include the following:

  • City of San Diego Otay Water Treatment Plant Water Supply Agreement
  • City of San Diego South Bay Water Treatment Plant Recycled Water Supply Agreement
  • East County Regional Treated Water Improvement Program greement with San Diego County Water Authority
  • Groundwater Well in Rancho del Rey.
  • Public Agency Operating and Capital Budget Development
  • Public Water Agency Rate and Fee Development
  • Federal, State, and Local Grant Revenue Acquisitions Totaling Nearly $14 Million Dollars
  • Development of the Largest Retail Agency Recycled Water System in San Diego County
  • Planning, Design, and Construction Management of Numerous Water, Recycled Water, and Wastewater Public Works Facilities
  • Water Resources Planning Efforts such as the Water Resources Master Plan, Integrated Water Resources Plan, and Urban Water Management Plan
  • Team Efforts Contributed Toward Receipt of Several Financial and Engineering Peer Recognition Awards
