KATHLEEN COATES HEDBERG Helix Water District Board/Professional Civil Engineer

Water is our most precious resource for our future. When I was elected in 2006, I promised to use my experience and knowledge to promote policies that provide a safe and reliable water supply at the lowest cost possible. I've kept my promises. I've supported research in new local water supplies, encouraged conservation, outreach and investment in new technologies. I've consistently opposed excessive, inequitable and unnecessary annual rate increases and, though outvoted, I have never given up the fight for you!

Accomplishments: Initiated community forums to discuss rate increases. Initiated update of cross-connection control program to protect water system quality. Initiated policy to help offset cost to existing customers when new connections come on line. Initiated creation of a Strategic Plan, which the District didn't have before. Supported the formation of a Committee to make Lake Jennings' Recreation and Campground facilities self-sustaining. Co-initiated efforts to create opportunities for community input.

Stood Firm: Opposed annual rate increases 2009-2013. Opposed the renegotiation of the El Capitan Lease in 2007 which has cost the District over $1.6 Million in legal fees. Opposed and fought against proposed policies which would have limited the public's and Board Members' free speech.

Engagement In Water and Community Issues: California Special District Association + San Diego Chapter President. Association of California Water Agencies - Water Quality Committee. Grossmont Mt. Helix Improvement Association Board Member. Helix Water District Audit Committee (2007,2008,2014) and Scholarship Committee (2013). Water Conservation Garden Alternate Board Member (2009-2012). City of La Mesa Environmental Sustainable Commission (2007-2011). East County Chamber of Commerce Leadership Program (2008). Past President of Aqualink Water Systems. Past Chairperson of the California Cross-Connection Control Committee. Employed by State of California-Drinking Water Program, to inspect public water systems in San Diego, Riverside and Imperial Counties (1992-2001).
