Julie Sams is a Sacramento County native who attended high schools in Illinois and Davis, California and following her 1984 San Jose State University graduation with a BS Degree in Administration of Justice with an emphasis in Human Biological Science, for a short time resided in South Carolina before returning to California. She has lived in Rancho Murieta for the last twelve years.

Julie began her private sector employment experience with Tandy Corporation and Citation Circuits, Inc. in Stockton, California, with supervising responsibility for analysis, maintenance, statistical process control and treatment operations, for this circuit board manufacturer and later became accountable for planning, permitting, documentation, process engineering and customer technical compliance requirements during a "pre-regulatory" period when it was imperative that high technology facilities function transparently and closely coordinate their activities with government officials.

In 1990 Julie transferred her base of operation to the Silicon Valley region, as she became a single mother with two young daughters and one entirely responsible for the finances of a family of three. She found employment supervising operation technicians, instituting and/or revising statutory compliance programs for air, water, hazardous material and job safe practice programs for Proto Engineering Corporation in Sunnyvale, California. During the mid and late 1990s she managed complex multi-campus construction projects, reviewed and estimated costs for equipment, permits, operating and capital expense budgets, prepared construction contracts and inspected in progress construction for conformance with drawings, specifications and schedule for Read-Rite Corporation at their California and Bang- Pa-In, Thailand facilities.

Julie actively consulted with a multiplicity of companies during a two year period with US Filter Corporation, Santa Clara, California, and planned and/or managed multiple industrial water and waste water treatment projects defining scope, cost reporting, procurement, scheduling, commissioning and monitoring project construction through completion. She has since continued to independently provide construction and development related consulting services, often on a pro-bono basis.

In 1999, Julie moved to Rancho Murieta, California, and was employed by Cemo Commercial of El Dorado Hills as a Construction Manager responsible for multiple office and land development projects and beginning in 2002 she primarily managed multiple construction projects from inception or mid schedule to completion for UCDavis, Davis, California, an institutional employer.

During the course of the above listed work experiences in supervising and/or managing advanced manufacturing, laboratories, construction, land development, water and air pollution control matters, appearing in "order to show cause" through lower level public hearings, hands-on production worker training, to mention a few, Julie has acquired a familiarity with the private sector-government relationship and functions and believes there is a significant opportunity for improvement that will, if adopted, enhance the vitality of our region's economy and provide an abundance of job openings for a variety of skills.
