4 - Point Plan to Reform the Broken County Pension System and 4-Point Plan to Reform the County's Culture and Inefficiencies

The County pension system is unsustainable. We must initiate bold reforms to rehabilitate the pension system. We must also reform the County's culture and and inefficiencies.
1) Eliminate the loopholes that allow for unfair pension spiking; 2) Create labor management policies to clarify in everyday language the true costs of pension obligations; 3) Reform Supervisor eligibility for County retirement and eliminate the automatic salary peg;and 4) Fix the existing system to make it sustainable while honoring the promises made to County retirees.

We must also Reform the County's Culture and Inefficiencies: 1) End local political turf wars by creating a County/City Cooperation Task Force; 2) Initiate a thorough review and reform of the County Charter to reflect today's realities; 3) Present the County budget to the public in an understandable form that cleraly explains which programs are under local control and those dictated to us by Sacramento and Washington; and 4) Maintain an "open-door" policy and hold regular community meetings.
