City Manager's Office
Assistant to the City Manager  Principle Assistant. Responsible for the provision of City Manager duties and City representation in the absence of the City Manager.  Department Manager. Responsible for daily operations and oversight of the City Manager's Office, including supervision of Intergovernmental Affairs, Public Information, and Economic Development (including Redevelopment, Tourism and Film), in addition to facilitation and issues resolution of Council and community interests.  Project Manager, Residential and Commercial Solid Waste Franchise Competitive Bid. Responsible for leadership and management of the City's first competitive bid process for residential and commercial refuse collection and recycling services, including public outreach, request for proposal development, franchise and ordinance development, and contract negotiation.  Project Manager, ICMA Resource Cities Program (Bandung, Indonesia). Responsible for project management, coordination of site visits and project teams to implement the 18-month seven-visit international work plan, and nurturing a sustainable relationship between the City and the County of Bandung, Indonesia that promoted good governance and democratic principles.

CITY OF SANTA CLARITA, SANTA CLARITA CA
Department of Planning & Building Services
Assistant to the City Manager/Environmental Services Manager  Division Manager. Rebuilt and restructured the Environmental Services Division, rebuilt the division's relationship with the solid waste haulers, and strengthened the City's relationships with critical local and regional agencies on environmental and water quality issues.  Diversion Discrepancy Resolution. Oversaw and coordinated staff efforts and professional assistance to resolve the City's drastic reversal in diversion, including a 1999 and 2000 diversion rate analyses, 2000 base year study, and leadership for the Council-approved diversion remediation strategy.  Staff Lead, Water Quality Issues. Provision of technical evaluation, cross-departmental coordination, and negotiation with Los Angeles County for the City's 2001 Santa Clara Watershed NPDES permit and permit petition. Responsible for preparation of comments, provision of public testimony, and coordination and partnership with the LA County Sanitation District and the Regional Water Quality Control Board regarding the Santa Clara River Chloride TMDL and the Los Angeles River Trash TMDL.  Co-Facilitator, Brownfield Stakeholders' Meeting. Worked with the Assistant City Manager to develop the meeting scope and approach, provided meeting facilitation, and presented the findings of the stakeholders' meeting to the City Council.  Staff Co-Lead, Mayor's Committee for Managed Growth for a Quality Community. Provide support and direction to the Committee through agenda development, education, facilitation, and work plan implementation.  Staff Lead, Santa Clarita Valley Water Resources. Responsible for on-going review and analysis of water reliability in the Valley, including maintaining communication between the City, water purveyors, and concerned members of the community regarding changes in the status of water reliability and quality.

CITY OF PASADENA, PASADENA, CA

Department of Finance
Management Analyst III  Budget Analyst. Preparation and analysis of the annual operating budgets for four City departments that ranged from $1.2 million to $43 million. Responsible for revenue and expenditure analysis and forecasting, historical trend research and analysis, and presentations to the City Manager and City Council Finance Committee.  Project Lead, Information Technology Services Citywide Rate Restructuring. Oversaw city staff input and developed staff ownership, conducted historical expenditure analyses and operational reorganization analyses, coordinated outside consultant involvement, presented findings and recommendations to an executive advisory group and the City Manager's Executive Committee.  Fiscal and Program Analyst. Multiple analyses conducted, including a detailed five year financial plan (cash flow) for the Pasadena Community Development Commission; a historical revenue analysis on the City's Transient Occupancy Tax (TOT) collected and the distribution of TOT revenue between the City and the Pasadena Center Operating Company that increased the General Fund's annual portion of TOT revenue by $177,000; a historical analysis of the City's workers' compensation and general liability rates and recommended revised rates that earned a one-time net cost reduction to the General Fund of $600,000; and, General Fund cash flow analysis for fiscal years 1997, 1998, and 1999 to determine TRAN eligibility.  Performance Measurement. Oversaw the citywide performance measurement program, including program analysis and review of performance against benchmarks and Council-approved performance targets and desired results; presented analyses and funding recommendations based on performance to the City Manager and Finance Director.

Department of Public Works and Transportation
Graduate Management Intern  Performance Measurement. Wrote the department's mission statement, results statements and performance measures for the fiscal year 1998 operating budget. Provided editing, review, writing and style coordination for seven divisions' mission statements, results, and performance measures. Wrote a division's program mission statements, results and performance measures for use in the fiscal year 1998 operating budget.  Analysis and Program Application. Prepared and assisted with development of the department's fiscal year 1998 work plan. Participated on the department-wide reorganization taskforce and provided extensive research and analysis for presentation of reorganization options. Conducted and wrote a comparative performance and garage rate audit. Developed a survey for use in improving the City's citywide housekeeping contract.  Budget Preparation. Conducted budget analysis, prepared and presented a division's $13.5 million fiscal year 1998 operating budget.
