EFFECTIVE LEGISLATIVE OVERSIGHT: THE CURE FOR "THICKET GOVERNMENT"
Oversight activity in the California State Senate gives committees a means to touch Californians, by exerecising an inherent Constitutional power, and holding agencies & others accountable to the laws already in place. More accountable California governance, fiscally AND programatically, is the result.

It's how governmental "thickets" get pruned!

POLITICAL LEADERSHIP DYNAMICS
California's Legislature was once the nations's best. Today its weakness, widely admitted, gravely burdens the economy, hampering our collective ability to recover and renew job creation. This paper expresses my view of how to exercise political leadership. Application of the ideas here explains my public and career success, and also why I am a candidate in this race.
WHAT CITIES NEED TO KNOW ABOUT THE HOUSING CRISIS (2007)
The housing crisis, with falling values and high foreclosure rates, is still underway years after I saw it begin in my city in 2007. Foreclosures and home loss, while devastating for individuals & kids, drag down home values in surrounding areas. This "economic millstone effect" hits every homeowner hard. This paper, written in 2007, advises cities on what they can do.
