Dear Friends and Neighbors,

We all need a healthy, reliable, affordable, and secure water supply. It is one of the most important resources upon which we all depend for our quality of life, public health, economic progress and children and other loved ones' future. Our water resources are vital to our environmental sustainability and natural resources, such as, birds and other critters, various bodies of water/habitats, and recreational areas, etc., Water is directly connected to our life, our work, and our play.

As a long-time resident, homeowner, neighbor, local college professor, and community volunteer and activist, I have had a track record in Chula Vista and regionally. My professional and public service track record testifies to my integrity and investment in our neighborhoods, as well as respect and dedicated efforts on behalf of our children and our community's economic, workforce and educational progress, public and environmental health, and quality of life.

Philosophically, I believe that the most important role a board member of Sweetwater Authority, and elected director of Division 4 of the South Bay Irrigation District is to carry out one's responsiblities and activities with integrity, due diligence, openness, in a professionally and fiscally-responsible manner in partnership with the other board members, the cognizant staff, and, most importantly, the community members that I represent in Division 4. In addition, as a board member, I also am keenly aware that I have a responsiblity to the constituents of Sweetwater Authority's joint powers agency constituents and stakeholders that includes the five divisions of South Bay Irrigation District, National City, and parts of San Diego County / Bonita to provide for a reliable water supply and secure, healthy, efficient watershed and system.

As a microbiologist, educator, and scientist I possess the education, experience, skills, and technology to understand, assess, collaborate and ask the right questions with regard to the recommendatons, proposals, and ultimately, the policy decisions that would be entrusted to the board. My local, regional, and global professional achievements, innovations, experiences are a significant testimony to my ability, accomplishments, and working-together attitude on your behalf. I am especially good at strategic planning, making relevant and significant innovative connections and making decisions that reflect creative solutions, innovations, integrity, and just plain common sense.

I believe that it is important to act ethically, professionally, collaboratively, sincerely, and with dedication. I also believe that it is important to create a workplace environment, staff selection, staff development, safety, communication, and support system and use the best affordable and available workplace technology for successful outcomes. In addition, as a part of the Sweetwater Authority JPA, we must provide for all staff/board/stakeholders opportunities to work together for the benefit of Sweetwater Authority's mission. As a trustworthy professional, I am dedicated to support the Water agency's important responsibility and use my efforts and influence on behalf of our community and regional goals and objectives.
