He graduated Magna Cum Laude from California State University, Los Angeles with a Bachelor's Degree in Political Science. Prior to that, Bryan received an Associate's Degree in Social & Behavioral Science from Citrus College in Glendora.

Bryan's public service began when he interned for then Congresswoman Hilda L. Solis. Bryan was later hired by Solis and served as her Field Representative for four years until Solis was selected by President Obama to serve as his Secretary of Labor. During this transition period, Bryan began working on Judy Chu's campaign for Congress. After the election, Bryan joined Congresswoman Judy Chu's team as her Senior Field Deputy.

Similarly, the City of Duarte recognized Bryan's service and commitment to the city during his tenure with then Congresswoman Solis.

In 2010, Bryan decided to be a candidate for the Upper San Gabriel Valley Municipal Water District because of his work on water and environmental policy at the federal level. Bryan's work over the last several years with local, state and federal officials to improve and protect the environment, along with his strong commitment to the community, has helped shape his priorities. Bryan wants to ensure a sustainable and clean water supply, while at the same time look for ways to reinvest resources in order to create good paying jobs for residents during these tough economic times.
