California Lottery funds must go to schools, not to school districts.

California Government Code Section 8880.5 should be amended to require the state controller to send lottery and Proposition 20 textbook funds directly to schools.
The California Department of Education projects that $1.05 billion in lottery and Proposition 20 funds (as per the Cardenas Textbook Act of 2000) will go to California school districts in fiscal year 2009-2010, at the rate of $125 per ADA (average daily attendance). The California State Lottery, which began in 1985, was originally promoted as something that would benefit students and schools. However, current law (Government Code Section 8880.5) requires the state controller to send state lottery funds directly to school districts, but not necessarily to schools.

Our public schools desperately need funds now. Therefore, I will sponsor an amendment to Government Code Section 8880.5 requiring the State to send lottery and Prop.20 funds directly to individual schools, where the funds shall be administered with complete transparency and down-to-the-dollar accountability by an elected "Executive Council" (as previously described). The Executive Council at any public school shall have full authority to access, use and apply state lottery and Prop.20 funds in educationally beneficial ways as it sees fit.
