The government must be a good steward of the tax payers' money. This includes all taxes, education, prisons, water issues, farming and private employment opportunities.
The source of government income is THE WORKING PEOPLE. Therefore, government should not forget that it is merely a steward and not an owner. Taxation is the government's means of income. As it is with the family model, government must live within the people's means. Less money coming into the family means less spending on a priority of needs basis. Government must do likewise. Government can only "create" jobs at expense of the taxpayer. Private industry is able to create jobs without a cost to the taxpayer. So government needs to relax the numerous regulations so new businesses can gain momentum and hire employees.

Education is our investment in the future. The purpose for having a school is to educate the student. Administration needs to shrink. This can be done by relaxing the endless task of documentation. The endless task of documentation for the teachers needs to be relaxed as well. The endless pursuit of test scores' answers is absurd. Test instruments are too limited. Tests and measures instruments are too expensive; they drain the budget; they cost teachers their jobs. The cost savings herein suggested can be used to hire more teachers and support staff.

The California prison system needs to be reconstructed. Prisoner education and vocational education are extremely important, so prisoners are job ready upon release.I am opposed to the current practice of premature prisoner release program. This practice of prison crowding relief seems irrational and dangerous to public safety.

Agriculture in California is an endangered species. We need food everyday. We need a sovereign state concerning food production. One way to protect food production in California is to allow the water to flow. We need an alternative water conveyance system (Peripheral canal) with off-stream water storage south of the Delta.
