As your Assessor, County Clerk-Recorder and Chief Elections Officer, Mark Church will work to continue to provide high-quality and responsive services to meet the needs of the community.

He believes government should be efficient, transparent and accountable, and he will:

  • Protect the integrity of the election process by maintaining strict controls against voter fraud;
  • Achieve early, accurate election returns and ensure every vote is counted;
  • Provide fair and equitable valuations of property through correct and proper appraisal techniques;
  • Ensure legal records are timely recorded and/or processed;
  • Achieve cost savings through increased automation and the implementation of best practices and minimize spending of tax dollars wherever possible;
  • Provide efficient and courteous service in the most cost-effective manner possible;
  • Collaborate and cooperate with other county departments (e.g., County Controller's Office and County Treasurer-Tax Collector's Office) to ensure the prompt and efficient transmission of property data and information;
  • Communicate regularly with other public agencies (e.g., cities, school districts and special districts) regarding property assessment information and elections; and,
  • Balance the departmental budget each year and work collaboratively and cooperatively with the Board of Supervisors and County Manager's Office to achieve that result.
