For over 30 years I've lived in this community, I've served four years on our Planning Commission and I'm now Vice-Chair. My wife and I launched our careers in this city. We built our home and raised our family here.

I was the founding Director of the San Luis Obispo County Land Conservancy, and for 20 years I was an environmental planner, most of that time as the owner of a small consulting firm in the downtown. For the last 8 years I've taught history, mostly at Allan Hancock College but also including several years at Cal Poly, as well as substitute teaching assignments at local secondary schools. I've been active in several local organizations, often serving as President, including Kiwanis, PTA, YMCA Indian Guides, Sierra Club, and many others.

EDUCATIONAL BACKGROUND:

2001 University of California, Santa Barbara, Graduate School of Education: Doctor of Philosophy in Education. Dissertation on peer evaluation systems for public school teachers and effects on professionalism and school community. Substantial course work in organization and leadership, program evaluation, educational finance, quantitative methods, survey research, testing and assessment, and school administration.

2000 California Polytechnic State University, Center for Teacher Education: Single-subject teaching credential in social studies. Student teaching assignments at San Luis Obispo High School and Lakeview Junior High School in the Orcutt School District in Santa Maria.

1997 University of California, Santa Barbara, Masters of Arts, Education.

1973 University of California, Santa Cruz, Bachelor of Arts, Individual Major

PROFESSIONAL EXPERIENCE:

June, 2004 to Present: Instructor, Social Sciences Department, Allen Hancock College, Santa Maria. Courses: U.S. History (3-unit, one-semester survey course); California History (3-unit, on-line); "Exploring Teaching" (3 units).

September, 2002 to September, 2004: Lecturer, History Department, California Polytechnic State University, San Luis Obispo. Responsible for managing program to prepare secondary teachers in social studies. Duties include: Supervision of student teachers, counseling prospective students, classroom teaching, and collaboration with teacher education faculty; classroom observation and evaluation of student teacher performance; recruitment of master teachers and assistance in placing student teachers in part-time and full-time assignments.

October, 1999 to present: Substitute Teacher, San Luis Coastal Unified School District (San Luis Obispo County, California). Grades 5 through 12; subject areas include social studies, science, language arts, mathematics, drama, computers and business applications. Long-term assignments in 2002 at Paulding Middle School in Arroyo Grande (7th grade Social Studies); and in 2001 at San Luis Obispo High School (10th grade World Cultures).

Fall and Winter, 2000-2001: Consultant in Program Evaluation, West Ed Regional Laboratory, San Francisco. Provided policy and program evaluation services to West Ed (regional educational evaluation and research laboratory) for an evaluation of the Comprehensive Teacher Education Institutes for the California Department of Education. Prepared grant proposals to CDE, field visits to several CTEI sites (UCSB, Chico State University, and Cal Poly), interviews with program participants, and evaluation of program success.

September, 1998 to October, 1999: Manager of Evaluation and Research, Center for Educational Planning, Santa Clara County Office of Education, San Jose. As one of the largest County Offices in California, the Santa Clara COE provides special education, alternative schools, Head Start, environmental education, and technology and instructional support for 33 districts enrolling over 250,000 students. The Center for Educational Planning (CEP) is responsible for forecasting, evaluation, and policy development for the County Office, and also manages the COE Grants Resource Center. Duties of the Manager of Evaluation and Research included primary responsibility for evaluation of a variety of COE programs, and for overall data collection, analysis, and reporting. Secondary responsibilities included grant writing and budget development, personnel allocation, communications support, and management of project teams within a unit of ten professionals.

February, 1984 to August, 1998: Principal, Perspective Planning, San Luis Obispo. Created a sole proprietorship with a network of sub-consultants in engineering and environmental science. Served a variety of public agencies and private clients as a consultant in environmental planning. Utilized diverse analytical, technical writing, and advocacy skills in planning and project management. Accumulated experience and skill with various software including presentation and desktop publishing, spreadsheet and statistical programs, budgeting and proposals, data base management, and Geographic Information Systems. Formed project teams to prepare and implement proposals for planning and impact assessment services, and to present sound development practices before reviewing agencies.

April 2006 to Present (and March 1997 to October 1998): Planning Commissioner, City of San Luis Obispo. Appointed by the City Council in this decision-making and advisory body for the City as public service to the community.

February 1984 to December 1990: Executive Director, San Luis Obispo County Land Conservancy, San Luis Obispo. Co-founded and served as contract staff to non-profit land trust to acquire important open space, historical, and agricultural lands in Central Coast.

November 1979 to February 1984: Senior Planner, MDW Associates, San Luis Obispo. Beginning as an Associate Planner in a small architecture and planning firm in San Luis Obispo, within 3 years assumed leadership of Environmental Planning section as Senior Planner.

April 1977 to September 1979: Urban planning positions with City of Lompoc and San Luis Obispo County: Completed advance planning projects for each agency, including the growth management program for Lompoc to meet the challenge of sustained growth from the aerospace industry related to Vandenberg Air Force Base in 1979.
