Evelyn Madison is a Fiscal Conservative

With my business training, background and experience, I have come to realize that it is an absolute necessity to ask the tough questions and demand accountability of those in whom we have placed management authority and responsibility.

We represent the people. They have every right to know what is happening within their District and how their funds are being spent. They deserve an open and transparent board of directors as well as management staff.

It is necessary to foster excellent relationships with the people and with the media. All interested parties should have the benefit of an open door policy, both at the management level and at the board level.

It is an absolute necessity to not only explore the means to increase income but to eliminate needless expense. Excessive costs should be trimmed from the budget. Executive compensation and benefits need to be closely examined. Where the District can contract out for services at a lesser cost than hiring additional staff, that should be done. At the same time, the PPH board needs to recognize those top performing employees and see to it they are well provided for and are retained.

This position is an important one. It is one of trust granted by the electorate and must be accorded the highest degree of respect when carrying out deliberations and when making critical decisions. If and when we see mismanagement, gross extravagance, and arrogant disregard for accountability, that must be eliminated. Totally, and immediately.

I have proven over 40 years that the trust of the people is warranted. As a former member of the PPH board, as a holder of a degree in business administration and, more importantly, the opportunity of having applied that knowledge within the real world, all add up to the reasons I deserve your vote for a board membership for four years with the Palomar Pomerado Health District.
