My Commitment to the People of San Diego

I have set out 10 commitments to the people of San Diego designed to bring integrity and professionalism to the city attorney's office.
My Commitment to the People of San Diego
1. The city attorney's office will focus on the law and not on the city attorney.
2. Investigations by my office will be aggressive, fair, non-partisan, and professional. They will be carried out through the legal process and not through press conferences.
3. I will ensure that the city is provided independent legal advice in a timely manner and will work with city offices to ensure they understand and carry out their duties in conformance with the law. My office will provide independent legal advice, meaning the advice is based upon the law and not political or personal considerations.
4. Should any person or office of the city come into conflict with the law, I will swiftly inform the appropriate prosecutors about criminal acts. All city employees must be accountable under the law and my office will not look the other way when laws are broken.
5. The city attorney's office will no longer pursue frivolous lawsuits. The cost-benefit to taxpayers of each civil lawsuit will be weighed. My office will focus on winning lawsuits not scoring political points.
6. Every person will be treated equally before the law. There will be no "untouchables" who are given passes from criminal prosecution because of personal relationships or their occupation.
7. The city attorney's office will help solve problems and will not create obstacles to lawful solutions. Our role will be constructive in that we will outline available legal options and realistically assess the role of litigation. The city's fiscal and pension problems can only be solved through honest, factual and realistic means, not through political rhetoric.
8. The city attorney's budget will be balanced and transparent. The office will no longer engage in "off budget" hidden spending.
9. As a condition of employment, all attorneys in the office will conduct their work in a non-partisan, non-political manner, and act with the highest integrity. Members of the public, judges, city staff, city council members and the mayor will be treated with respect at all times even when expressing disagreement.
10. I will work hard to be an effective city attorney and will never forget that I am accountable to the people of San Diego.
