Joy is dedicated to government that involves the community. A 52 year resident of Westminster Joy served as a Member of Westminster City Council for over 24 yeears. During that time Joy was honored as Westminster Citizen of the Year, Chamber of Commerce Ambassador of the Year, President of Soroptimist International of Westminster and "Soroptimist Woman of Distinction", "American Businesswoman of the Year" by ABWA, PTA Honorary Service and Continuining Service Awards and as the Author of "Westminster Centennial, The First 100 Years" Joy served 15 years as Mothers March Chairman for Westminster in the fight against Polio and Birth Defects.

Joy's political philosophy grew from her day to day contact with community members. Simply stated Joy works in an ethical manner to provide services to meet the needs of the community in an efficent, cost effective and informed manner. Her top priorities are fiscal responsibilty, limited taxation and personal ethics in all she does.
