Need to increase water allotments

The City needs to search for ways to stretch our limited water allotment in order to allow planned growth in the City.
I want to open discussions with the State of Califonria to investigate ways of reducing their demand on our water supply. The State has new facilities which could be modified to limit excessive water waste. This will be difficult during the tough economic times but we need to begin this dialogue.
