Shall the ordinance amending City of Thousand Oaks General Plan and adding a Zoning provision: (1) requiring certain large projects to undergo a comprehensive traffic study using two different methodologies; and (2) requiring the project be submitted for voter approval at a citywide election, if the study concludes that the project's trip generation results in a Level Service of "D" or worse to impacted City roads or intersections before any traffic mitigation be adopted? ¿Deberá la ordenanza enmendando el Plan General de la Ciudad de Thousand Oaks y añadir una disposición de Zonificación: (1) requiriendo ciertos proyectos grandes ser sometidos a un estudio amplio de tránsito usando dos metodologías diferentes; y (2) requiriendo que el proyecto sea sometido para la aprobación del votante en una elección por toda la ciudad, si el estudio concluye que la generación del viaje del proyecto resulta en un Nivel de Servicio de “D” o peor a los caminos o las intersecciones impactados de la Ciudad antes de que cualquier mitigación de tránsito sea adoptada? (Una simple mayoría)
