BILL GARRETT serves on the Grossmont-Cuyamaca Community College Board of Trustees (Seat #3) He retired as City Manager of El Cajon, California, in December 2004, after serving there for eight and a half years. He previously served for six years as City Manager of Corona, California, one of the fastest growing cities in California during the 1990s and now into the 21st century. He is presently the Executive Director of the California City Management Foundation. CCMF is an advocacy and support organization for city managers and the profession. Bill has is also presently serving on the Board of Trustees for the Grossmont-Cuyamaca Community College District in east San Diego County.

Prior to entering the public sector approximately 30 years ago, Bill was employed as an urban planning consultant to small cities in Arizona and Southern California and is a veteran of the U.S. Army.

His educational background includes a Masters of Public Administration with a specialty in personnel and labor relations from California State University, Fullerton, (1981) a Masters in Science in Urban Planning from the University of Arizona (1971) and Bachelor of Arts with a major in Political Science from the University of Washington (1966).

He previously served as the Vice President for Community Revitalization and Development for the National Association of Housing and Redevelopment Officials. He was President of the Cuyamaca College Foundation for five years. He also serves on the Board of Directors of the El Cajon Rotary Club as President-elect as well as the General Secretary/Treasurer for the El Cajon Rotary Foundation. In 2001 he was honored with the "Fair Housing Award" given by the East County Human Relations Commission.

Other community activities include having served as Secretary of the Grossmont-Cuyamaca College District Auxiliary, founding member of the East County Regionalism Project, and a member of the Citizens Bond Oversight Committee for Grossmont-Cuyamaca Community College District's Prop R Bond Issue. He is currently a member of the San Diego East County Economic Development Council Board of Directors and a member of its Gillespie Field committee, a member of the El Cajon Sister Cities committee, and a member of the El Cajon Historical Society.

Bill and his wife, Judy, live in the Fletcher Hills area of El Cajon.
