2001 - Current

Public Works Senior Engineering Inspector City of Lincoln

Review developments (subdivisions, commercial sites, bridges and highways) from the planning stage through the finished product. Cooperate with state and federal agencies on water quality and distribution, wastewater and environmental health. Assisted developers in pursuit of affordable housing. Appointed to lead, manage and implement a stream alteration agreement with the California Department of Fish & Game. Responsible to a clean water program and a natural land preservation and protection program. Built a comprehensive program partnering Fish & Game with the City for a start-up 5 year plan for the city's waterways and aquifer, while protecting wildlife and preserving natural habitat.

Vice President, Board of Directors Western Care Construction, Rocklin CA

1994 - Current

Manager of Gold Country Ranch Nevada County

Supervise operation of this 7,800 acre cattle ranch owned by Western Care Construction. Preserve diverse habitats on the property, notably trees, water and wildlife, working closely with California Department of Fish & Game on environmental issues. Manage all natural areas of the land using approved conservation practices to protect and preserve the environment. Host Boy Scout events, historic wagon train, and other community activities on the ranch.

Consulting Engineering Inspector City of Lincoln

As Senior Public Works Inspector for the City of Lincoln, Martin ensures proper construction of roads and public works.

Inspection of grading, paving and underground construction projects. Responsible for working with contractors and developers to help ensure required specifications are met. Maintaining accurate records and documents were a part of daily duties. Review development plans for approval, design city specifications.

1/1997 - 2/2000

Consulting Engineering Inspector Placer County Water Agency

Job duties included working closely with 12 civil engineers in designing new projects and redesigning existing projects. Liaison for engineers while in the field; worked closely with developers and contractors. Responsible for the inspection of utilities and underground crossings on various construction sites and coordinated changes or modifications. Assisted in the 1999 modification and redesign of Placer County Water Agency's specifications to bring them up to the current standards. Reviewed development agreements for approval.

1996 - 2001

Owner and General Engineering Contractor Harmon Underground Construction

Utilize California Class A General Engineers License #730250; owned and operated an underground construction business. Operated heavy equipment, including backhoes and excavators. Specialized in underground excavation and construction with 14 years experience in the industry. Assisted in the construction of retirement centers/convalescent hospitals as Supervisor and Superintendent of several locations.

1987 - 1997

Superintendent of Construction & Development Western Care Construction, Rocklin CA

Responsible for job site preparation and excavation, including various types of pipe lines, water lines, hydrants etc. Served on the safety committee for three years. Held a supervisory position for four years and coordinated job duties. Met with inspectors and officials, provided personnel management and performed additional duties related to supervision of construction projects.

1994 - 1995

Construction Manager/Superintendent Copenhagen Utilities and Construction

Assisted in the installation of a major pipeline in the Lake Tahoe area. Due to the possible environmental impacts and the concerns of various agencies, all personnel were selected by their known abilities and expertise. Designed clean water systems and supervised building of the system.

1993 - 1994

Construction Manager; Traffic Control Supervisor - Rutherford & Smith Construction

Responsibilities included design and build of clean water stations on all construction sites to meet environmental regulations.
