Shall trustee areas be established in the Sacramento City Unified School District?

Impartial Analysis from County Counsel
The Sacramento City Unified School District is currently governed by a seven-person board of trustees whose members are elected on an at-large basis. Measure J would establish seven trustee areas within the boundaries of the Sacramento City Unified School District. Measure J is a companion measure to Measure K which would provide for the election of members of the governing board of the Sacramento City Unified School District by trustee area. In order for Measure J to become effective, Measure J and Measure K must both be approved by the electorate. If both Measure J and Measure K are approved, the system for electing members of the governing board of the Sacramento City Unified School District would change from an at-large system to one where members are elected separately within each of the seven trustee areas.

Arguments For Measure J
Measure "J", trustee areas for the Sacramento City Unified School District, will provide the means for every community to be involved in the public school process. Historically, Sacramento City Unified School District Board member residences have not been uniformly distributed throughout the District. This has resulted in a loss of community support and interest for the public school system in some areas within the District. Measure "J", trustee areas will create a district-wide system that encourages community involvement in the public school process.

School Board members are the ambassadors for the public school system. The Sacramento City Unified School District has over 150,000 registered voters within its boundaries. Dividing the District into distinct trustee areas will provide each board member with a reasonable number of constituents, less than 22,000 per trustee area with whom to communicate and represent.

Area public schools are a valuable part of every local community. Individuals representing our public school system will be more effective when they are members of the community they represent. This can best be achieved through election by trustee areas where the representative is a resident of the trustee area and elected by those area residents.

This proposal was presented to the Sacramento County School Board by local neighborhood and community organizations and the Sacramento City Teachers Association. After approval by the County School Board for presentation to the voters, five of the seven Sacramento City Unified School Board members endorsed the proposal. Help expand community support for our local public school system by supporting the establishment of trustee areas for the Sacramento City Unified School District, and the election of those trustees by those residents within the given trustee area. Vote Yes on Measure "J" and Measure "K"
