Smart Voter Official Statement for David Behar

Candidate for
Director; Marin Municipal Water District; District 3

This is a copy of information submitted to elections officials by the candidate

Occupation:
Water manager for San Francisco Public Utilities Commission; formerly executive director of environmental nonprofit, water policy consultant, and community organizer.

Education and Qualifications:
With a growing water supply deficit and significant environmental and financial challenges ahead, we need serious leadership on the water board.

I have sixteen years experience in California water policy as both a professional environmentalist and water district manager. I've worked as executive director of The Bay Institute, senior consultant for the Natural Resources Defense Council (NRDC), and I'm currently a manager at the San Francisco Public Utilities Commission, safeguarding the water supply for 2.4 million people and implementing a progressive land and water stewardship program.

At MMWD, I'll work to take water conservation and recycling efforts to the next level; reduce our dependence on unreliable and environmentally damaging diversions from the Russian River; evaluate desalination with a careful eye to need, cost and environmental impacts; find nontoxic strategies to control invasive vegetation on Mt. Tam to protect against wildfires while promoting biodiversity; and do all this while balancing the budget and keeping water rates fair and reasonable.

I'm honored to be endorsed by dozens of public officials and leading environmentalists, including current MMWD Director Jared Huffman, Supervisor Hal Brown, Fairfax Councilmember Mary Ann Maggiore, Trails Preservation Council, and former Resources Secretary Huey Johnson.

I respectfully request your vote. http://www.beharforwaterboard.com
