Implement a less costly transportation funding measure over a shorter term to prove ability to relieve congestion.
The voters should be presented with a shorter term, less costly set of projects and programs emphasizing spot safety improvements. Perhaps quarter percent sales tax levy implemented over a seven year period would have better chance, allowing progress and giving citizens confidence in ability to produce solutions to encourage future project funding. The set of improvements should include: Interchange improvements at Salinas Road and Highway 1and Airport Blvd. and US 101, spot safety improvements on State Hwy 68 at CHOMP, Highway #1 interchange with Rt. 68, and along State Route #68 on Salinas Highway and on SR 156 at Oak, enhanced MST service between South County and Salinas and Salinas and Monterey Peninsula and rail commute service. I believe that we must first prove that we can accomplish improvements that make a difference and reduce congestion before asking for funding of more extensive projects. I do not believe that building more freeways or widening all roads to four lanes is the answer, although I did supported the failed Measure A. Spot safety improvements means specific safety and capacity improvements to critical interchanges, intersections and signal locations where safety and efficiency may be enhanced. I favor added bike lanes and improvements that would reduce transit delays at critical points of congestion with bus stop passenger loading and express lanes. The only practical and economical way to relieve major traffic corridors is to make transit more convenient by lowering headway between bus intervals with more frequent runs on the main commute route between South County, Salinas and Monterey Peninsula.
