To improve academic achievement, enhance educational opportunities, and improve community-use school facilities not covered by previous bonds, including mitigating safety hazards and accessibility issues in the 80 year old auditorium and stadium, and constructing a community/school aquatics complex with additional parking, with all funds used locally, with independent audits and citizens' oversight and NO money for administrator salaries, shall the El Segundo Unified School District issue 19 million dollars in bonds?

ACCOUNTABILITY MEASURES

If the bonds are approved, the Board of Trustees will implement the following accountability measures in accordance with State law:

(a) Use the proceeds from the sale of the bonds only for the purposes of construction, reconstruction, rehabilitation, or replacement of school facilities, including the furnishing and equipping of school facilities, or the acquisition or lease of real property for school facilities, as specifically set forth in this Exhibit A, but not for any other purpose, including board member, administrator, teacher, or staff salaries or benefits or other school operating expenses;

(b) Conduct an annual, independent performance audit to ensure that the bond proceeds have been expended only on the projects listed in this Exhibit A;

(c) Conduct an annual, independent financial audit of the proceeds from the sale of the bonds until all of those proceeds have been expended for school facilities projects listed in this Exhibit A; and

(d) Establish and appoint members to an independent citizens' oversight committee to ensure the bonds are used only for the projects listed in this Exhibit A.

SCHOOL FACILITIES PROJECTS TO BE FUNDED FROM BOND PROCEEDS

As required by the California Constitution, the proceeds from the sale of the bonds will be used only for the construction, reconstruction, rehabilitation or replacement of school facilities, including the furnishing and equipping of school facilities, or the acquisition or lease of real property for school facilities, and not for any other purpose, including teacher and administrator salaries and other school operating expenses. The Board of Trustees hereby certifies that it has evaluated the safety, class-size reduction, and information technology needs of the District in developing this list of school facilities projects.

• Upgrading deteriorated plumbing and water drainage systems, and outdated restrooms;
• Renovating heating, air conditioning and ventilation systems;
• Repairing and replacing roofs as necessary;
• Constructing additional music, art and drama classrooms;
• Renovating and modernizing the 80 year old auditorium/theater, including but not limited to seismic retrofit, updating inoperable plumbing, installing ADA compliant restrooms, constructing loft level storage, mitigating hazardous dressing rooms and stage areas and rigging, constructing an orchestra pit and loading dock, installing new lighting and sound systems including acoustical treatments and reconfiguring and possibly replacing main level seating area;
• Improving physical education teaching facilities by reconstructing the stadium, including installing disabled accessible artificial surfaces on the running and jogging track and recreation field, new bleachers, a press box and restroom structures, as well as repairing the original stadium seating;
• Constructing a community-use/school physical education aquatics complex, including two new pools, ADA compliant restrooms and changing rooms, bleachers, concession stands, additional off-street parking and sound dampening perimeter fencing (where necessary);
• Renovating the high school baseball field, including replacement of fencing, reconstruction of team dug-outs, and replacement of spectator bleachers;
• Improving handicap accessibility (ADA) project-wide;
• Necessary site preparation/restoration in connection with new construction, renovation or remodeling;
• Conducting emergency repairs related to health and safety issues;
• Addressing unforeseen conditions revealed by construction/modernization (e.g., plumbing or gas line breaks, dry rot, seismic, structural, etc.).
