Employment Experience

Director, Fresno County Employment, Temporary Assistance & Adult Services, 2003 to present

  • Administrative and management responsibility for over 1,400 employees, housed at 26 sites including three regional One Stop centers, with an operating budget of $167 million.
  • Department provides temporary and supportive services to individuals and families in need, while assisting them to achieve their goal of financial self-reliance. Client services are provided to a population that is diverse in language, literacy levels and cultures.
  • Partner with community based organizations and Workforce Development One Stop Centers to provide a comprehensive, holistic approach to better serve residents and improve the lives of the working poor.
  • Successfully implemented Electronic Benefit Transfer for the Food Stamp program for an estimated 96,000 food stamp recipients in June 2003.
  • During three years as Deputy Director, Health & Human Services, Julie evaluated CalWORKS Services programs for compliance with regulations and outcomes, analyzed programs for cost effectiveness, ensured timely and accurate implementation of state and federal mandates, negotiated contracts, and planned budgets.
  • Julie's 30+ year career with Fresno County began as an Eligibility Worker with the then Department of Public Welfare. Julie's strong leadership skills and work ethic resulted in several promotions within the department, including her twenty year tenure as Program Manager over various programs, including program integrity, and then serving as Deputy Director for CalWORKs Services prior to her appointment as Director.
