Smart Voter Political Philosophy for Francesco Papalia

Candidate for
Member of City Council; City of Albany

This information is provided by the candidate

My campaign motto is "ALBANY FIRST¨. I will practice principles of good government and common sense that will move our community along positively and effectively.

Fiscal Responsibility:
Any waterfront plan that takes privately held parcels and turns them into public lands will irrevocably shift the tax burden from the commercial sector to the homeowner. We need a plan that will provide a park that connects the bay trail and will bring increasing revenue to the city to pay for the increasing costs of desired public services.

Accountability to Voters
by elected, appointed and paid officials. When an organization whose constituency is outside of Albany is given power to make decisions for Albany, all accountability is lost and Albany loses. Albany residents alone should decide how to tax themselves, live in the present, and plan for the future.

Information not Misinformation. An informed electorate makes good choices. I believe that Albany voters will make the right decision on the waterfront if and when it comes to a vote.

Voter Choice:
Any changes on the waterfront will require voter approval as per Measure C passed by the voters in 1990. Let's give Measure C a chance.

Total Accessibility for All to parks, open space and public services.

Environmental Protection and Energy Conservation. Everyone wins when we make smart, cost effective decisions that protect our planet.

Schools, Schools, Schools:
As an Albany homeowner for nineteen years I know our envied school system is the cornerstone of our community. It requires and deserves our full commitment and support.
