San Luis Obispo County Treasury Investment Policy Frank's office was one of the first, if not the first, county in California that adopted a written investment policy. The original policy was created in 1983. The current policy was approved on November 9, 2005 by the County Treasury Oversight Committee and adopted by the County Board of Supervisors on January 10, 2006. AAA Rated Investment Pool - Highest Possible Rating! Fitch Ratings, a national rating service, have rated the San Luis Obispo County Investment Pool AAA/V1. These are the highest ratings that are given Investment pools. The AAA rating indicates the pool meets the highest credit quality standards for underlying assets, diversification, management and operational capabilities. The V1+ volatility rating reflects low market risk and a strong capacity to return stable principal values to participants, even in severly adverse interest rate environments.

The County Treasurer submits Portfolio valuation reports to Fitch Ratings monthly.

Over the years the Treasurer Tax Collector Office has received positive Audits. These audits are performed by the external auditors and by the County Auditor/Controller's Office, internal audits. The results of these audits show compliance with applicable laws and funds being fully accounted for.
