Frank has the Qualifications for the job!

Qualifications

Experience:

Frank has successfully served as Treasurer, Tax Collector and Public Administrator for 29 years. This in-depth experience alone says much about his qualifications for the position. Below are some facts that show how well Frank has served the County as Treasurer, Tax Collector and Public Administrator. In addition to his 29 years as an elected offical, Frank had been with the County for 3 years prior to holding elective office. Frank has over 32 years of service with the County of San Luis Obispo.

Over the years as Tax Collector Frank has collected and accounted for over a billion dollars in County taxes.

As County Treasurer, Frank has participated in the various financings for County facilities, such as the new County Government Center, the Social Services Department building, the prior government center, and the Dairy Creek Golf Course. Frank's participation in these financings and on the County's Debt Financing Committee has helped keep the County's credit rating high, financing costs down and outstanding debt low.

Excellent Audit Record:

First, There never has been a significant audit finding regarding the financial affairs of the department. This is true with respect to internal audits and well as external audits. Frank also manages the County Treasures Pooled Fund. This fund averages over $450,000,000.

The County's outside audit form has consistantly provided no recommendation audits of the department. The results of internal audits are the same. When the Auditor's office reports on their statutorily required quarterly reviews and cash counts, the results are always the same, no recommendations.

Highest Possible Ratings:

As to the County's investment pool: an independent rating firm, Fitch Inc. has been reviewing the fund for over 10 years. The results of their review are the hightest ratings possible.
