Mark Leyes - A Conservative Leader for Orange County Republican Party Central Committee
MARK LEYES

I have signed the Americans for Tax Reform Taxpayer Protection Pledge against raising taxes.

I have signed the California Republican Assembly - Save Our Licenses Pledge against granting drivers licenses to illegal immigrants.

I have signed the Campaign for California Families pledge to oppose gay marriage and the weakening of Propositon 22.

I have been a consistent fiscal conservative on the Garden Grove City Council since first elected in 1990. I have worked to balance budgets through fiscal discipline, economic growth, and budget cuts rather than higher taxes. I was the only vote opposed to the granting a 50% increase in retirement benefits for public employee unions.

I have led the opposition against Gambling Casinos in Central Orange County. I voted against higher water rates, street light assessments and general municipal fees. I was the only vote against a recent 100% increase in sewer rates and an earlier 39% increase in sewer rates. I voted no on using eminent domain against residential properties.

I was active in the Gray Davis Recall election and I served as the Business/Taxpayer Advisor for Orange County for the Schwarzenegger for Governor campaign.

I was a leader in the opposition to Measure "R" in 1995, the Orange County-wide sales tax "bail out" of the bankrupt county government (Garden Grove was not in the failed county investment pool). I opposed Measure "M", the countywide transportation sales tax in 1990.

I have been an outspoken critic of bureaucratic boondoggles such as the disastrous "Centerline" light rail project in central Orange County.

I supported Proposition 187 to suspend taxpayer-paid benefits to illegal immigrants and led my City Council to endorse the measure (one of only a few cities that did).

I have also opposed fiscally irresponsible measures on a regional, county, and statewide level. I supported Prop. 218 to protect and expand Prop 13 taxpayer protections. I supported the "Year of Reform" ballot measures last year, including Prop 75 (the "Paycheck Protection act").
