Mr. Orren is currently operating a small defense services company in northern San Diego County. His company assists local defense related companies understand the needs of the services and develop plans and strategies for their future. He retired from the Naval Service with the rank of Commander in August 2005 and now resides in the northern San Diego area. Scott graduated from the U.S. Naval Academy with a Bachelor of Science degree in Control Systems Engineering in May 1984. After graduation, he attended flight school and was designated a Naval Flight Officer in March 1986.

Scott began his flying career in 1986 when he received initial Fleet Replacement Naval Flight Officer training in the EA-6B Prowler Electronic Attack aircraft at Naval Air Station Whidbey Island, Washington and served with Tactical Electronic Attack Squadron ONE THIRTY TWO, completing two Mediterranean and Persian Gulf deployments in the USS Forrestal (CV-59) and USS Saratoga (CV-60). In January 1991, he participated in the first strikes of Operation Desert Storm and flew over 80 combat hours before his battle group was relieved to return home. In February 1991, he was selected to the Naval Postgraduate School + Test Pilot School Cooperative Program and in July 1991, he reported to the Naval Postgraduate School, Monterey, California, to begin his training.

Scott earned his Masters Degree in Aeronautical Engineering and Test Flight Officer designation in December 1993. Following his graduation, he reported to the Strike Aircraft Test Squadron at NAS Patuxent River, Maryland, where he served as Developmental Test Flight Officer for several EA-6B upgrade programs. He returned to the fleet in 1996 and was assigned to Tactical Electronic Warfare Squadron ONE THIRTY FIVE as Safety Officer and Maintenance Officer, where he completed a Western Pacific/Persian Gulf deployment onboard USS Carl Vinson (CVN-70). He participated in Operation Southern Watch with the other men and women of his airwing, enforcing the "no fly zones" in Iraq.

After returning to the United States, Scott reported to the Joint Strike Fighter (JSF) Program Office, Arlington, Virginia, in August 1998 to serve as the OnBoard Systems Team Lead. He was responsible for the concept definition and engineering design of the JSF's highly advanced avionics system. In 2000, he then served as the JSF Mission Systems Team Lead, encompassing the avionics, software and weapons of the JSF Air System. In this position, he communicated and briefed several members of Congress on the technical, programmatic and foreign military implications of the JSF.

In July 2003, CDR Orren was requested to assume the duties as Program Lead for the Broad Area Maritime Surveillance (BAMS) Unmanned Aerial Vehicle (UAV) Program. He was responsible for all aspects of organizing, staffing and budgeting this new start program. UAVs represent an important transformation for the Department of Defense and Scott's extensive experience, technical skills and leadership abilities were needed to begin this critical program.

Scott retired in 2005 from the naval service and started a small business in the northern San Diego area. He provides business strategy initiatives, business development opportunities and strategies, and management process improvement to assist area businesses grow and be more competitive in national and international markets.

For service to his country, Scott is authorized to wear the Defense Meritorious Service Medal, Air Medal with Combat V (2 Strike/Flight and 3 Individual), Navy Commendation Medal with 3 Gold Stars and Combat V, Joint Service Achievement Medal with Oak Leaf cluster, Navy Achievement Medal and various campaign and service awards.

He is married to Audrey L. Orren, RN, BSN from Los Angeles, CA. They have 4 children - Charlotte Paige (12), Sterling Christian (10), Reed Cornish (7) and Olivia Helaine (4).
