Jeff Newsome was born at Sharp's Hospital in San Diego, California, on July 18, 1961. He grew up in a middle class home, the son of two US Navy Civil Servants, in Solana Beach, California. Solana Beach was then a small beach town, located in San Diego's North County. Jeff enjoyed surfing and diving while growing up. He attended Torrey Pines High School in Del Mar, California. He lettered in football, wrestling, and track. Immediately following his graduation in 1979, Jeff followed in his father Jack's footsteps, enlisting in US Navy.

Jeff Newsome volunteered for submarine duty at the height of the cold war. He served with distinction as a sonar technician aboard the USS James Madison, a nuclear submarine, and later crewed deep submersibles and piloted remote operated vehicles from 1979 to 1985. While serving in San Diego, Jeff proposed to Kathleen Dunbar, whom he had known since childhood. They were married in 1986.

Jeff attended college on the GI Bill while serving part time with San Diego's California Army National Guard Tank Battalion. In 1986, he was accepted to the California Highway Patrol Academy. He graduated from the CHP Academy in 1997. He has protected the public since, serving at the Barstow, San Diego, San Bernardino, and Lake Arrowhead Offices. Jeff has received numerous commendations for his arrest of astounding numbers of drunk drivers, vehicle theft arrests, gang enforcement leadership, and incident command actions during emergencies. He promoted to the rank of Sergeant in 1998.

Sergeant Newsome lives with Kathleen, also a former police officer, and their children Jacklyn (17), Nick (14) and Jeanne (13) in Big Bear City, California. All three kids are scholars who are active in sports. In 2001, Jeff was elected to the part time position of Big Bear City Community Services District Director, a post he still holds. Following years of balancing family and work with school, Jeff received his Bachelor of Science in Business Administration Degree in 2002. He remains active in his community, coaching youth sports and participating in civic organizations while working toward his Master's Degree.
