| Arguments For Measure L |
|
Vote YES on Measure "L" to reduce the amount of time and expense related to certain
administrative functions of Redwood City. Yes on
Measure "L" will update Redwood City's Charter for increased efficiency, and will save taxpayer dollars. When Redwood City's Charter was last updated (2003) the Mayor and Vice Mayor directed that the Charter be regularly reviewed and amendments be periodically proposed that will increase organizational efficiency, provide consistency, and reduce costs. A number of sections in the Charter have been identified for revision to increase efficiency and reduce costs. Measure "L" will implement these practical, beneficial, costsaving updates. Section 15 and Section 51.5 should be revised to allow the City Council to make appropriations or expenditures, or to cancel an appropriation, by resolution of the Council, rather than only by ordinance as currently required. This will thereby reduce the amount of administrative time and expense associated with processing ordinances. Section 51 and 51.5 should be revised to allow the City Council to establish the date for the City Manager's submission of the proposed budget to the Council, and to establish the date for a budget hearing, by motion rather than by resolution as currently required, thereby reducing the amount of administrative time and expense associated with processing resolutions. Section 51.5 should be revised to allow the City Council to adopt a budget by resolution rather than by ordinance as currently required, thereby reducing the amount of administrative time and expense associated with processing ordinances. These revisions will help to streamline the City's administrative processes; will reduce paperwork and administrative tasks; and will thereby save taxpayer dollars while maintaining the high standards of efficiency and effectiveness for which Redwood City is constantly striving.
