Local Businessman/Grower

Rainbow desperately needs responsible and accountable leadership and management. Their board does not control the general manager. Spending is out of control; Rainbow is wasting your money and mine!

Since 2002, staff has increased by 20%, expenses by 32%! No financial audits have been done. Excessive claims for pipe breaks and personnel lawsuits have the insurance carrier threatening cancellation.

With your support, I pledge to improve management of Rainbow, reduce administrative expenses and make capital improvements cost-effectively. I will work to eliminate layers of staff, stop excessive conference travel, dispose of surplus assets; and emphasize water conservation. I oppose building a sewer on the river.

QUALIFICATIONS: MBA; Chief Operations Officer of 3 major companies; Director of 6 financial services firms.

COMMUNITY SERVICE: Secretary, Bonsall Sponsor Group; Board Member, BARC; Member, Bonsall Chamber of Commerce; Member, two Rainbow Citizens Committees; Community Plan work for Ridgeline Protection, Anti-Dumping, Cell Site Plan and lower housing densities.

Tom Clemens Occupation: Incumbent/Avocado Grower

Currently I serve as President of the Board of Directors.

Facing many issues in years past, the District has embarked on a strategic program to repair and improve its deteriorating infrastructure.

I have lived in Gopher canyon since 1978 and make a living as an avocado farmer. Rainbow's infrastructure is very old and has been experiencing an enormous number of main line breaks.

Working hard with other Board members and staff, we have put together and instituted a plan to address these issues with minimal financial impact to ratepayers.

Of equal importance is continued stability of the Board and Management. This stability is mandatory if we are going to keep the District moving in the right direction. I will work hard with the rest of the Board members and Management so we can continue our efforts to ensure safe and reliable water. I am a Vietnam Veteran and a native of San Diego County.

Lynn A. Knierim

I have been married to my wife Judy for forty-nine years. We have three grown children and six grand children. We have resided in Fallbrook since 1997.

Attended San Diego State College 1956 to 1958. Served in the California National Guard. Employed for 10 years in the Aerospace Industry then joined a San Diego Insurance Agency. I was a partner of a firm employing forty people.

I have many years of management experience, including Personnel, Sales and contract negotiations.

Over the years I have served on the Board of Directors of a Retirement Home, Local Wesleyan Church and District Board of the Wesleyan Church covering six states.

I believe that if elected my diversified business experience will be an asset to this position.
