Rainbow Cash Handling

The audit for 2002 was still not completed by the Director's regular meeting of September 2004. This is an intolerable situation which should never have been allowed to occur. Note: the city of San Diego lost its bond rating for a similar situation.


The handling of Rainbow's money does not require convoluted accounting tricks, it only needs cash-in, cash-out bookkeeping with strict account separation. The voters have imposed restrictions on borrowing and these must be obeyed by the Directors.


To satisfy an insurance carrier many engineering projects were started which could not be fully funded or impimented and thus effectively spent money well before it was necessary. It is difficult to determine the extent of this activity since the reports to the present directors only show these expenditures as a monthly lump sum. THIS MUST CHANGE and ,if elected, I will see that it is done.
