Smart Voter Full Biography for H. Warren Buckner

Candidate for
Board Member; Helix Water District; Division 3

This information is provided by the candidate

Warren Buckner is a 51-year resident of Lemon Grove where, with his wife, Virginia, he reared four sons. He is a graduate of Missouri School of Mines with a B.S. in Mechanical Engineering. He has 33 years of experience as a structural engineer and scientific data processing management with General Dynamics; retiring in December 1975.

Warren has been active in church, community and civic affairs. He was a founder of Cub Pack 399, Monterey Heights School, and Boy Scout Troop 333, United Methodist Church; a founder and president (1961-1963) of Los Torres Pop Warner Football. With the Lemon Grove School District he served as a trustee from 1957 to 1977. During this time he served as a director of the statewide California School Board Association (1969-1977). He was honored as a life member of the Monterey Heights PTA in 1963 and received the 1969 Grossmont School District Laurels Award. Presently, he is a member of the Lemon Grove Historical Society, the Lemon Grove and East County Chambers of Commerce and is an elder of the Vista La Mesa Christian Church. He served as the first Chairman of the Lemon Grove Planning Commission from 1978-1980, developing the first Master Plan.

Warren was appointed to the Helix Water District Board in March 1978 and has been re-elected in 1979, `83, `88, `92, `96 and 2000. In November 1992, the Helix Water District Board appointed Warren as a director of the San Diego County Water Authority. At this time he serves on the Engineering, Financial and Audit, Long Range Planning and Desalination Committees. He is involved in local, state and national water organizations and is President of the statewide Joint Powers Insurance Authority providing pooled self insurance to approximately 300 water districts for liability, property, workers compensation and allied coverage. A longtime advocate of XERISCAPE he has been involved since 1990 in "The Water Conservation Garden" at Cuyamaca College and has been President of the Board of Directors for the past five years.

California water is in a crisis after five years of drought with the Bay Delta restrictions and decreased flow in the Colorado River. We must complete the Emergency Storage Program to ensure our water supply in an earthquake and obtain additional water through water transfers and desalination.
