Board President Joy Neugebauer is in her 10th year of service on the Midway City Sanitary District. A 48 year resident of Westminster Joy has been active in many areas of the community and has a strong business background.
Dedicated to government that involves the communiy Joy served 24 years as a Member of the Westminster City Council including 3 terms as Mayor.During that period of time Joy was honored as Westminster Citizen of the Year; Chamber of Commerce Ambassador of the Year; Soroptimist International Westminster " Woman of Distinction"; ABWA Businesswoma of the Year; P.T.A.Honary Service and Continuing Service Awards and Califoria Historical Society Historian Award as the author of " Westminster Centennial: The First 100 Years."
Industrial business owner/operator of Ace Tool Company, Long Beach for 39 years. Husband Don & Joy founded the company in 1955. Widowed in 1975 Joy continued to operate the business for 19 years as a single mother of 7 sons. Family is her top priority and her sons activities led to involvement in education, health and community issues.
